Ontario MInistry of Small Business and Consumer Services
This Act specifies the safety obligations of horse riding establishments – businesses that provide horses for hire or for riding lessons either on the grounds of the establishment or elsewhere – in protecting riders under 18 years of age. Safety equipment, namely, an approved riding helmet, hard soled footwear with a heel, and properly fitting tack, must be used by any rider under the age of 18. If the rider does not have the required equipment, the establishment must ensure either alternate approved safety equipment (such as “hooded stirrups”) is used or the proper equipment is available for rent at reasonable rates.
