This December 2007 discussion paper looks at four critical issues which continue to limit the success of the Community Use of Schools Program (CUSP) from the perspective of the recreation and parks sector, and specifically municipal recreation providers:
1. Patchwork of policies and procedures
2. Cooperation with municipal recreation departments
3. Inconsistent fees
4. Maintenance of school facilities.

Includes recommendations for research and action on each point.
