This 1994 project was co-ordinated by the Ontario Aboriginal Recreation Council (OARC) and the Recreation Policy Branch within the Ontario Ministry of Culture, Tourism and Recreation (MCTR). The purpose of the paper is to examine the MCTR's recreation programs and services and to make recommendations that enhance access of these programs and services to Aboriginal people. This paper contains a discussion of methodology, historical background, a demographic profile of aboriginal people in Ontario, the status of recreation in Ontario Aboriginal communities, the status of aboriginal intiatives in other Ontario ministries, the status of Aboriginal initiatives in other governments, the value of recreation to Aboriginal people, and an analysis of MCTR recreation programs, services and policies.
